The UAE advertiser permit: what brands must check before hiring a creator
FluenceHire team ·
Since the UAE Media Council introduced the Advertiser Permit (announced 30 July 2025), people who publish advertising on social media in the UAE need a permit, and brands should only hire creators who hold one. For UAE citizens and residents the permit is free for its first three years and is renewed every year. Ask each creator for their permit before you sign, and make sure every paid post is clearly labelled as an ad.

What the advertiser permit is
The Advertiser Permit is a licence from the UAE Media Council for anyone who publishes advertising content on social media platforms, websites or apps. It was announced on 30 July 2025 and replaced the older approach, where influencers needed a media licence. In practice, if a creator in the UAE posts content that promotes a brand in return for payment, gifts or other benefit, they should hold a permit.
Who needs one
- UAE citizens and residents who publish paid or sponsored content
- Visiting creators, who can't apply directly and must work through a UAE-licensed agency accredited by the Council
- Not business owners promoting only their own business on their own accounts
Cost and validity
For UAE citizens and residents, the permit is free for the first three years and valid for one year, renewed annually. Reports say an unrenewed permit is cancelled after a short grace period, so check the expiry date, not just that a permit exists.
What a brand should check before hiring
- Ask for the permit. Request the creator's permit details before you agree terms, and keep a copy with the deal.
- Check it's current. Confirm the expiry date covers the posting date.
- Visitors need an agency. If the creator is visiting the UAE, confirm the accredited agency they work through.
- Label every paid post. Paid content must be clearly marked as an advert or sponsored.
- Keep a record. Keep the brief, the agreement and the final post together, in case questions come later.
How FluenceHire helps
Each deal on FluenceHire has a written agreement signed by both sides, and the AI draft review checks that every draft carries a clear ad disclosure before you approve it. The deal keeps the brief, agreement, chat and proof of posting in one place.
Penalties
The Council can fine creators who advertise without a permit, and can suspend permits and order content removed. Published reports differ on the exact amounts, so check the UAE Media Council's current rules rather than relying on a figure from an article.
